Welfare officer
A welfare officer works for employees’ welfare to solve worker workplace problems in the garments industry and works under the HR and compliance department. Generally, garment industries appoint females for this job as most RMG employees are female. In order to solve all worker demands and create a bridge among workers, management, and top management; there is a welfare officer in every garment factory. A welfare officer also works as a supportive staff of the HR, admin, and Compliance departments. A welfare officer mainly works to resolve all worker issues and check the health and safety issues of the garment industry. A common job in every industry is called a welfare officer who works for basic workplace and employment rights. Basically they take care of workman issues.
Welfare officer in Bangladesh labor law
As per Bangladesh labor law 89(8), if any factory has more than 500 workers, there should be a welfare officer. Garments industries have at least 1500 workers in the smallest export RMG factory. So every factory has a woman welfare officer.
Job Description of a Welfare Officer in the Garments Industry
Following Duties and Responsibilities of a Welfare Officer in the Garments Industry:
- Maintaining all kinds of welfare activity (Counseling & Motivating, Floor Visiting, Problem Solving, health & hygiene, etc.)
- Make a committee for each HR-related section, and follow up activities.
- Take care of washroom, canteen, childcare, water supply, restroom, and maintain a register.
- Helping all workers with leave and maintaining a register.
- Training all employees and maintaining a register
- Work to develop a worker-owner relationship and good communication.
- Work to get types of employees right properly.
- Work to ensure good health and a safe environment in the workplace.
- Ensure childcare in the facility, and lead baby-care personnel.
- To provide them guidance/assistance in availing Medical services, Housing, Education, Canteen facilities, and legal assistance.
- Ensure all over welfare activities as per Bangladesh Labor Law-2006 and Labor Rules 2015.
- To look after the provision of amenities such as dining, adequate toilet facility, drinking water, etc.
- To advise and brief workers on the use of PPE, machine guard, sanitation, fire safety, etc.
- Involve in the manpower recruitment process and take new employees orientation
- Ensure all necessary benefits for getting all workers properly.
- Ensure salary gets the on-time and correct amount.
- Ensure no physical or sexual abuse in the workplace.
- Handling Disciplinary action & Grievance, employee relation issues as per law.
- Ensure all employees’ rights as per labor law. Counseling and motivating all the workmen regarding office discipline and absenteeism.
- Develop, maintain, and implement the Company`s HR & Compliance policies as per internal company policy with local law and different buyers CoC.
- Handling & assisting for entire Recruitment, Selection Placement & Succession plan to talent acquisition.
Academic Qualification of a Welfare Officer
Minimum graduation in any discipline but a masters in HRM is preferable. Most welfare officers have just graduated in any discipline. But for a better career here, having an HRM degree would help.
Additional job requirements apart from the Responsibilities of a Welfare Officer
- Age 23 to 30 years is better.
- Only females are allowed for this job.
- Candidate Should have a good command of English.
- Must be expert in Microsoft Office & Typing both Bengali, English & making PowerPoint presentations as well.
