A matrix of operators against operations with skill levels from 0 to 4, and an automatic count of how many operations each operator can run at standard.
The skill matrix records who can do which operation and how well. Each cell holds a skill level from 0 to 4. The last column counts how many operations each person can run at standard. Looking down a column shows how many people can cover each operation; operations with only one or two skilled people are risks.
